Last week, SEnergy joined our partners to mark a milestone that reflects collaboration, innovation, and strategic investment: the groundbreaking of the Rock Island Generation Project, a landmark achievement for the Kerrville Public Utility Board, the Texas Energy Fund, and the future reliability of the ERCOT grid.

Gathering alongside state leaders, project partners, and utility stakeholders, we celebrated more than just the start of construction. We celebrated a shared commitment to strengthening Texas’ energy infrastructure for generations to come.

A Project Rooted in Vision

The Rock Island Generation Project is a 122-MW natural gas-fired reciprocating internal combustion engine (RICE) plant. The project is designed to deliver fast-start, dispatchable power and provide critical support to the grid during periods of peak demand and extreme weather.

This groundbreaking marks the physical realization of months of planning, coordination, and leadership, following KPUB’s historic achievement as the first utility in Texas to execute a loan agreement through the Texas Energy Fund, a low-interest loan program designed to incentivize new dispatchable generation for the Texas grid.

Strengthening the ERCOT Grid with Dispatchable Power

As Texans continue to experience population growth, economic development, and increasingly volatile weather patterns, the need for reliable, dispatchable generation has never been more important.

Once operational, the Rock Island Generation facility will:

  • Enhance grid reliability across ERCOT
  • Shield KPUB ratepayers from market volatility
  • Provide rapid-response generation during peak demand
  • Support statewide efforts to ensure energy resilience
