KPUB Becomes First Utility to Secure Texas Energy Fund Loan
On June 25, 2025, the Kerrville Public Utility Board (KPUB) became the first utility to execute a loan agreement under the newly established Texas Energy Fund (TEF). A ceremonial signing took place Wednesday afternoon with leadership from the Public Utility Commission of Texas (PUCT). SEnergy’s CEO, Lance Pettigrew, attended to show his support.
Significantly, this $105 million loan represents a milestone for KPUB and the state of Texas. Combined with tax-exempt revenue bonds, this loan funds KPUB’s 122-MW natural gas-fired generation facility in Colorado County. The site is located about 10 miles south of Columbus, Texas. As such, this project marks a major turning point for local energy development.
Rock Island Generation: Delivering Dispatchable Power to Strengthen Texas’ Grid
The Rock Island Generation Project will deliver fast-start, dispatchable power to the ERCOT grid. Consequently, it will enhance grid reliability and protect ratepayers from market volatility- especially during peak demand and extreme weather events.
To bring this vision to life, SEnergy will lead the engineering and design, while Sky Global Partners will manage development and long term operations. According to the current timeline, construction is set to begin in Fall 2025, with commercial operations expected by June 2027.

Clearly, this isn’t just a win for KPUB- it’s a win for all Texans. Particularly, as the only municipally owned utility among the TEF finalists, KPUB is setting a powerful example. Through a combination of local leadership, smart financing, and strategic infrastructure planning, the ERCOT grid is being strengthened.
